Clerk of Council - Part Time

The Town of Pulaski is accepting applications for the part-time position of Clerk of Council. The Clerk of Council Performs intermediate skilled administrative support work providing administrative, secretarial and clerical assistance and timely information to the Mayor, Town Council and Town Manager, including setting up and maintaining a reliable filing system for all required Town records, and related work as apparent or assigned.  Work is performed under the supervision of the Town Manager.

 Responsibilities and Qualifications:

  •  Attend Council meetings, compose Council minutes from recordings, certify Resolutions and Ordinances, maintain permanent minute books as well as Ordinance and Resolution books.
  • Secretarial and administrative duties, including copies and mail.
  • Prepare cemetery deeds, swears in Police Officers and other officials if the Mayor is unable, Notary Public, custodian of Town seal and attest same.
  • Notify Council members to schedule meetings, relay information, remind of meetings etc.  Notify press of meetings.
  • Update Code books after receipt of supplements. 
  • Serves as the Town of Pulaski's designated Records Manager, responsible for working files, as well as the permanent files/minute books for the Town.
  • Be able to understand and apply the Commonwealth of Virginia's Public Records Act.
  • Ability to develop reliable filing systems, enabling separate users to file and reliably retrieve any types of information required to be kept by the Town.
  • Ability to calmly interact with citizens, responding to questions and concerns in a calm, professional and helpful manner.
  • Notary Public in Commonwealth of Virginia
  • Valid driver's license in the Commonwealth of Virginia

Fire Fighter


The Town of Pulaski is accepting applications for the Full-Time position of Firefighter/Engineer. The Firefighter is responsible for providing protective and technical services in fire suppression in an effort to protect lives and property. Firefighting requires the ability to perform strong physical activity and is performed under emergency conditions with personal hazard. Minimum qualifications and expectations are as follows:

  • Submit to and pass a Firefighter oriented physical examination.
  • Minimum of 21 years of age.
  • Successful completion of a Firefighter oriented physical agility test.
  • Successful completion of a written test.
  • High School diploma or equivalent.
  • Criminal background check.
  • Must be a Non-Smoker and preferred Non-Tobacco user.
  • Certified VDFP Firefighter level II & VDFP Haz-Mat Operations
  • Required ICS Certifications –ICS 100, 200, 700, & 800
  • Required Intro to Tech Rescue – ITR Module 1 online
  • Preference may be given to Applicants with Basic Pump certifications and experience in pumping.

Water Treatment Plant Operator (Licensed)

The Town of Pulaski is seeking applicants for a licensed Water Treatment Operator. The Operator performs all activities related to the operation and maintenance of equipment at the water treatment plant. This includes, but is not limited to, the operation and troubleshooting of all water treatment equipment, determining and adjusting water treatment chemical levels, and sampling and testing water conditions.

Outdoor Facility Coordinator

The Town of Pulaski is seeking applicants for an Outdoor Facility Coordinator. This full-time position will perform administrative work developing outdoor recreation and/or leisure facilities, and their work is performed under the general direction of the Town Manager. 

Responsibilities:

  • Plans, directs and oversees the development of the Town’s parks and recreational facilities, including playgrounds, trails, ball fields, and parks;
  • Evaluates the adequacy of existing park and recreational facilities and works to secure needed alterations, repairs, improvements and additions;
  • Prepares Capital Improvement requests for recreational facilities; controls expenditures of appropriated funds;
  • Researches possible grant resources and prepares grant applications;
  • Assists in management and operation of Town special events such as outdoor concerts, 5K runs and other planned community gatherings.

Qualifications:

  • Possess comprehensive knowledge of all phases of community park management, maintenance and principles and methods of park planning and development.
  • Have knowledge of basic office equipment such as: copier, two-way radio, calculators, phone, cell phone, computer, office software and email.
  • Have skills to complete projects and work assignments and to communicate both orally and in writing with members of the public, press, superiors and employees.
  • Have knowledge and skills to perform basic operation of small tools and power equipment such as tractors and mowers.
  • Bachelor's degree with coursework in leisure services or parks and recreation administration, or related field and experience in a municipal parks and recreation agency setting, or the equivalent combination of education and experience.

Outdoor Facility Coordinator Application


Laborer/Meter Reader

The Town of Pulaski is seeking applicants for a Laborer/Meter Reader. This full-time, non-exempt position will perform intermediate semiskilled work reading meters and recording water usage and forwarding readings to the Finance department for billing.  When not reading meters, laborer duties are performed for both water and sewer departments, and will include related work as apparent or assigned.  Work is performed under the limited supervision of the Superintendent - Water/Sewer. 

Responsibilities:

  • Completes all work orders prepared by Finance Department and inter-department requests.  This includes new account turn on and reads, turn off for closing accounts, check for leaks, pressure checks, meter issues, customer complaints, and taking meters to county for accuracy testing, includes use of Trimble handheld.
  • Completes all meter readings for monthly billing of utility accounts.  This includes 175 manual reads and 4300 reads that are completed using laptop reading system.
  • Completes miscellaneous labor - clearing debris from meter boxes, repair of damaged meters, replacement of defective meters, and inspection and replacements at sewer pump stations.
  • Completes various reports for finance for billing purposes - includes no read report, no consumption report, and leak report - all produced after meter readings.

     Qualifications:

  • Learn the location of all water meter customer’s meters 

Education and Experience:

  • Trimble handheld operation - on the job training with special training from Carolina Meter
  • Valid commercial driver's license in the Commonwealth of Virginia
  • High school diploma or GED and moderate experience operating computers and GPS unit
  • Ability to safely operate a vehicle
  • Ability to complete multiple job aspects daily with limited supervision

Tax Clerk (Specialist)

The Town of Pulaski is seeking applicants for a Tax Clerk (Specialist) in the Finance Office. This full-time, non-exempt position will perform intermediate technical work processing, mailing and balancing real estate and personal property taxes for major and supplemental billings, as well as sharing in counter duties that include processing customer bills, issuing motor vehicle stickers, selling business licenses and collecting property taxes, as well as sharing in the duties of the daily close out and preparation of bank deposit, and related work as apparent or assigned.
  Work is performed under the limited supervision of the Finance Director.

Qualifications:

Must have the ability to:

  • Manage tax files and billings (real estate and personal property) review, printing, mailing.
  • Review mortgage companies tax requests, provide tax amount due/mail billings.
  • Manage changes to assessed values, prepares supplement billings and or refunds.
  • Review reports of delinquent taxes, prepares notification letters and mail.
  • Plan and execute programs available to local governments to collect delinquent taxes, such as State of VA Debt setoff
  • Manage monthly payment agreements with customers for delinquent taxes.
  • Verify status of taxes/liens etc., as required, with various closing attorneys/title companies.
  • Compose and distribute notice of annual due date for Town Decals, Real Estate and Personal Property tax
  • Assist in counter duties as cashier collecting various revenues and daily closeouts.
  • Share in duties of verifying cashier's daily closeout totals and prepares Town bank deposits.
  • Share in the duties of Accounts Payable Clerk.
  • Other duties as may be assigned.
  • Demonstrate knowledge of accounting practices sufficient to understand the routine recording and tracking of account transactions

Assistant to the Town Manager

The Town of Pulaski is accepting applications for the position of Assistant to the Town Manager. The successful applicant for this non-exempt, full time position is responsible for performing intermediate administrative work providing a variety of administrative, clerical, record keeping duties for the Town Manager, along with other related work as apparent or assigned, under the direct supervision of the Town Manager.

Responsibilities

  • Writes, prepares and distributes reports and press releases.
  • Manages and oversees social media content.
  • Manages Special Event permitting and facilitates cross-promotion of events and activities.
  • Serves as the Freedom of Information Act (FOIA) Officer for the Town.
  • Facilitates the live-streaming of Town Council meetings to digital platforms (Facebook, Zoom, etc.) and prepares virtual presentations from outside entities to Town and Council members.
  • Researches issues for Town Manager.
  • Provides administrative support and performs administrative tasks under the Manager’s direct supervision.
  • Attends Council or Committee meetings.
  • Serves as a point of contact for citizens and other groups within or outside of the Town.
  • Serves as back-up to the Clerk of Council.


Qualifications

  • Bachelor's degree with coursework in Public Administration/Political Science, or related field and moderate experience in public administration, performing administrative duties, working with and meeting the public, general understanding of state and local government, or equivalent combination of education and experience. Master's degree preferred.
  • Must possess a valid Virginia's driver license with a good driving record.
  • Demonstrate knowledge of the Council/Manager form of government.
  • Knowledge of Freedom of Information Act laws, policies and regulations.
  • Ability to handle multiple tasks and meet multiple deadlines with strong time management skills.

Assistant to the Town Manager Application


Fire Chief

The Town of Pulaski Fire Department is accepting applications for the position of Fire Chief. The successful applicant for this exempt, full time position will perform advanced protective services work planning, directing, and supervising the overall operations of the department, handling personnel and public information matters, coordinating work with Town Manager and department directors, ensuring that all laws, regulations, and procedures are followed, maintaining appropriate records and files, and related work as apparent or assigned, under the direct supervision of the Town Manager.   

Responsibilities

  • Manages Fire Department personnel.
  • Recruits, hires, assigns, and directs work.
  • Plans, organizes, and manages the operations of the department to include policies and procedures formulation and enforcement.
  • Budget preparation and management.
  • Obtain bids, make purchases, & submits payments for purchases as required by current town procurement policy.
  • Manages Fire Department records, training and policies.
  • Develops and evaluates the department program effectiveness; recommends appropriate changes.
  • Performs short and long-term planning regarding fire protection services, emergency services, etc., for the department.
  • Responds to all major incidents and directs firefighting operations and strategies.
  • Manages Fire Scenes and Emergencies as required and appropriate to the position.
  • Prepares and maintains various reports for executive management and for compliance with regulatory State and National requirements
  • Plans and coordinates activities around natural and manmade disasters.
  • Remains current on regulations and programs standards.
  • Attends various meetings or functions to represent the department and the Town.  

Qualifications

  • Associates or Bachelor’s degree with coursework in Fire Science, Fire Administration, Public Administration, or related field and considerable experience in fire and emergency services, including as a practicing command officer for a minimum of 5 years, or equivalent combination of education and experience. 
  • Comprehensive knowledge of the science and practices of the incident command system and management/mitigation of major emergency incidents.
  • Working knowledge of different types of fire apparatus and equipment.
  • Working knowledge of, ability to implement and manage required occupational and departmental safety programs.
  • Working knowledge of grant writing and management of local, state and federal grant opportunities as pertains to the fire service and municipal government structures and processes.
  • Ability to plan, lay out and direct the work of subordinates both paid and volunteer, to plan projects, obtain and prepare needed resources for implementation.
  • Knowledge of state and federal regulations as pertains to the fire service.
  • Ability to use typical office equipment, e-mail, office and fire related computer software.
  • Ability to work positively with and maintain effective working relationships with government officials, other employees, media and the general public.

Equipment Operator Application Form


Laborers

Street laborers should be experienced in application of asphalt, gravel, mowing, weed-eating, tree trimming and removal, cutting brush.  Street laborer will also perform street maintenance duties such as repairing drainage issues, leaf collection and snow removal.  Street laborers also provide traffic control (barricade and road blockages) for special events during normal working hours and after hours.

Property Maintenance laborer should be experienced in electrical repairs, HVAC system repair/maintenance, concrete work, traffic signal and street sign maintenance.

Police Officer

The Pulaski Police Department, an agency accredited by the Virginia Law Enforcement Professional Standards Commission, is seeking candidates to establish an eligibility list for anticipated vacancies during the next six months.  Officers are responsible for the enforcement of laws and ordinances pursuant to the Town, State and Federal Governments, as well as, providing assistance to the public.  Officers are subjected to hazardous and life threatening situations and must be able to work as a team member and maintain a good relationship with fellow employees. Officers are required to work nights, weekends and holidays.

Qualifications include graduation from high school, must be twenty-one years of age by the date of graduation from the basic academy and possess a valid Virginia’s driver’s license with a good driving record.  Must successfully complete applicant testing and an extensive background investigation and complete the training standards as required by the Law Enforcement Basic Academy.  The successful candidate must reside within one hour of the town limits.  Additional qualifications and disqualifiers for employment as a Law Enforcement Officer may be obtained with the application form.  Preference may be given to DCJS certified officers.
