Finance Director

The Town of Pulaski is accepting applications for the position of Finance Director. The Finance Director reports to the Town Manager, and this exempt, full-time position prepares and performs analyses and projections, reviews all financial activities of the Town, supervises the Finance office, and monitors and reviews all departmental budgets.
Responsibilities:
  • Oversees the Finance Department, setting goals and objectives, and providing supervision and direction over the departmental staff.
  • Assists with compiling annual budget, including revenue projections, and monitors revenues and expenditures during the year.
  • Works with auditors and consultants, providing necessary records and information.
  • Reports on various financial and budgetary issues as needed and required under principles of best municipal financial practice.
  • Prepares annual debt and inter-fund transfers, as needed and required.
  • Prepares financial information for the Town Manager.
  • Attends additional meetings and serves on boards as the need arises.
Requirements and qualifications:
  • Bachelor’s degree with coursework in business, accounting, or a related field preferred.
  • Considerable experience in managerial, government administration, and accounting, with a Certified Public Accounting license preferred, or equivalent combination of education and experience.
  • Candidate must have a working knowledge of Governmental Accounting and GAAP.
  • Experience in financial aspects of grant administration and basic knowledge of legal aspects of account collections required.
The salary range for this position is $73,352 - $117,364. The Town of Pulaski participates in the Virginia Retirement System, and provides an excellent benefits package. Police Chief

The Town of Pulaski is accepting applications for the position of Chief of Police. The candidate for this exempt, full-time position should be a community-oriented, qualified individual with excellent communication, organizational and managerial skills. The Chief of Police reports to the Town Manager and should have the ability to work with minimal direction, be detail-oriented, work well with the public, and have thorough knowledge of law enforcement. Residency in the Town of Pulaski is a requirement for this position.  
Responsibilities:
  • Plans, directs, and exercises general supervision over department personnel as well as operational and administrative functions including line and staff supervision of Command Staff personnel.  Sets the example for the agency.
  • Prepares initial agency budget and actively controls the expenditure of all departmental funds budget throughout the year.  Manages and approves departmental expenditures.
  • Develops and updates all General Orders, rules, regulations, procedures, and handles serious disciplinary issues and oversees management of minor infractions.
  • Has comprehensive knowledge of Criminal laws, Administrative Code, court decisions, and ensures operational components are in compliance.
  • Serves on community boards, agencies, committees, meets with community groups and individual members of the public, relating to promoting crime prevention and improving law enforcement.
  • Makes all personnel assignments within the Department.
  • Reviews activities and reports of officers.
  • Directs the investigation of major criminal offenses. Cooperates with state and federal officers in the apprehension of wanted persons.
  • Prepares and reviews operational and administrative reports.
  • Operates issued firearms under conditions of stress and at levels of proficiency and certification as prescribed by the Department of Criminal Justice Services.
  • Interacts with other Department Heads and Town Manager to enhance communication among team members and further the success of the Department.
Requirements and qualifications:
  • Bachelor's degree from an accredited college or university with major coursework in law enforcement, public administration or a related area preferred 
  • Graduation from the FBI National Academy or from a nationally recognized police executive training program preferred. 
  • Extensive training in leadership, budgeting, planning, or related field and extensive experience in police work, including progressive and demonstrated ability and a career path through the ranks of responsibility of a police department, or equivalent combination of education and experience.
  • Department of Criminal Justice Service certification as a VA law enforcement officer.
  • Valid driver's license in the Commonwealth of Virginia, possess and maintain a driving record acceptable to Town of Pulaski Police Department.
  • Must be able to render credible testimony in a court of law.
  • Must be a non-smoker
  • Comprehensive knowledge of laws, rules and court decisions relating to the administration of criminal justice and law enforcement; 
  • Comprehensive knowledge of scientific methods of crime detection, criminal identification and radio communications; 
  • Comprehensive knowledge of controlling laws and ordinances; 
  • Demonstrated ability to lead and direct the activities of police personnel; 
  • Ability to maintain cooperative working relationships with Town officials and with the general public; ability to evaluate the effectiveness of the department and to institute improvements; 
  • Ability to communicate effectively, both orally and in writing; resourcefulness and sound judgment in emergencies; demonstrated integrity. 
  • Must have acceptable observation and retention capabilities.
  • Ability to meet the physical standards for this position.
The salary range for this position is $80,871 - $129,394. The Town of Pulaski participates in the Virginia Retirement System and provides an excellent benefits package. Equipment Operator

The Town of Pulaski Department of Public Works is seeking an Equipment Operator.  Must be experienced in the operation of dump trucks, backhoes, rubber tire loader, track hoe and other heavy equipment used by the Town of Pulaski.  

This position requires a valid driver's license upon hire.

Equipment Operator Application Form


Laborers

Street laborers should be experienced in application of asphalt, gravel, mowing, weed-eating, tree trimming and removal, cutting brush.  Street laborer will also perform street maintenance duties such as repairing drainage issues, leaf collection and snow removal.  Street laborers also provide traffic control (barricade and road blockages) for special events during normal working hours and after hours.

Property Maintenance laborer should be experienced in electrical repairs, HVAC system repair/maintenance, concrete work, traffic signal and street sign maintenance.

This position requires a valid driver's license upon hire.

Laborers Application Form


Police Officer

The Pulaski Police Department, an agency accredited by the Virginia Law Enforcement Professional Standards Commission, is seeking candidates to establish an eligibility list for anticipated vacancies during the next six months.  Officers are responsible for the enforcement of laws and ordinances pursuant to the Town, State and Federal Governments, as well as, providing assistance to the public.  Officers are subjected to hazardous and life threatening situations and must be able to work as a team member and maintain a good relationship with fellow employees. Officers are required to work nights, weekends and holidays.

Qualifications include graduation from high school, must be twenty-one years of age by the date of graduation from the basic academy and possess a valid Virginia’s driver’s license with a good driving record.  Must successfully complete applicant testing and an extensive background investigation and complete the training standards as required by the Law Enforcement Basic Academy.  The successful candidate must reside within forty-five minutes of the town limits.  Additional qualifications and disqualifiers for employment as a Law Enforcement Officer may be obtained with the application form.  Preference may be given to DCJS certified officers.
