Finance Director

The Town of Pulaski is accepting applications for the position of Finance Director. The Finance Director reports to the Town Manager, and this exempt, full-time position prepares and performs analyses and projections, reviews all financial activities of the Town, supervises the Finance office, and monitors and reviews all departmental budgets.

Responsibilities:

  • Oversees the Finance Department, setting goals and objectives, and providing supervision and direction over the departmental staff.
  • Assists with compiling annual budget, including revenue projections, and monitors revenues and expenditures during the year.
  • Works with auditors and consultants, providing necessary records and information.
  • Reports on various financial and budgetary issues as needed and required under principles of best municipal financial practice.
  • Prepares annual debt and inter-fund transfers, as needed and required.
  • Prepares financial information for the Town Manager.
  • Attends additional meetings and serves on boards as the need arises.

Requirements and qualifications:

  • Bachelor’s degree with coursework in business, accounting, or a related field preferred.
  • Considerable experience in managerial, government administration, and accounting, with a Certified Public Accounting license preferred, or equivalent combination of education and experience.
  • Candidate must have a working knowledge of Governmental Accounting and GAAP.
  • Experience in financial aspects of grant administration and basic knowledge of legal aspects of account collections required.

The salary range for this position is $73,352 - $117,364. The Town of Pulaski participates in the Virginia Retirement System, and provides an excellent benefits package. Financial Analyst

The Town of Pulaski is accepting applications for the position of Financial Analyst. The successful applicant for this non-exempt, full time position will perform work involving planning, budgeting, administering, and monitoring grants and capital budgets, under the direct supervision of the Finance Director. 

Responsibilities

  • Monitors expenditure variances of all programs for potential problems and/or cost savings opportunities and communicates this information to program managers for appropriate action.
  • Performs monitoring of programs to ensure compliance with Town, state, and federal requirements.
  • Administers and/or monitors other departmental, Town, state or federal requirements such as Minority Business Enterprise, Section 504 (Americans with Disabilities Act), and environmental reviews, depending on assignment.
  • Serves as a consultant to Town departments and project managers for budgetary and grant issues, depending on assignment.
  • Participates in special projects possibly requiring research and the preparation of management reports.

Qualifications

  • Bachelor’s degree from four-year college or university with major work in accounting, business management, public administration, or a related field; three to five years related experience and/or training in the application of related principles and techniques; or equivalent combination of education and experience.
  • Ability to read, analyze, and interpret journals, financial reports, and documents.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions.
  • Ability to communicate effectively with management, public groups, or employees of the organization.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written or oral form.
  • Operation of standard office equipment, including calculators and keyboarding.
  • Proficiency with computers and internet systems.
  • Establish priorities and organize own workload.

Community Resource Specialist

The Town of Pulaski is accepting applications for the position of Community Resource Specialist. The Community Resource Specialist reports to the Patrol Lieutenant in the Police Department, and this non-exempt, full-time performs support service work promoting neighborhood, business, home, and individual security through presentations and the media to town residents, and related work as apparent or assigned.  

Responsibilities:

  • Coordinates Neighborhood and Business Watch Programs and the Citizen Police Academy.
  • Promotes neighborhood, home and individual security.
  • Provides training for officers in crime prevention.
  • Tracks crime through crime analysis techniques and evaluates crime statistics to decide which types of incidents may have an impact on an area.
  • Makes presentations to the public through guest appearances on appropriate radio/television shows, speaking at various group meetings or classes, and writing articles or public service announcements for the media.
  • Assists local media with writing articles or public service announcements regarding crime prevention.
  • Assists with building security surveys following burglaries.
  • Informs Neighborhood and Business Watch coordinators of incidents or crimes, which might have an effect on their area.
  • Attends local and regional crime prevention meetings.
  • Monitors the Crime Line.
  • Makes citizen referrals to other appropriate agencies.
  • Provides training for Police Officers in goals and techniques for crime prevention.
  • Writes and maintains grants as required.
  • Organizes special events. (i.e., National Night Out, Parades).
  • Works on Chief’s Challenge and HEAT Program
  • Works closely with investigations and patrol on crime prevention issues.
  • Develops objectives for the Crime Prevention Annual Report.
  • Performs other duties as assigned.

Requirements and qualifications:

  • Associates/Technical degree with major coursework in Computer Science, Criminal justice, Business
  • Administration and experience in computer systems, police activities, or related field and considerable experience, or equivalent combination of education and experience. 
  • Must be able to work without direct supervision and have the ability to maintain the complete confidentiality of information handled within the office.  
  • Valid driver's license in the Commonwealth of Virginia, possess and maintain a driving record acceptable to the Town of Pulaski Police Department.
  • May be periodically required to work weekends and overtime outside of daily work schedule.
  • Attend meetings, conferences and training as required. 
  • Must be a non-smoker

Water Treatment Operator/Operator Trainee

The Town of Pulaski is seeking applicants for a licensed Water Treatment Operator or Operator Trainee. This is a full-time position with benefits including paid employee health insurance, life insurance, Virginia Retirement, vacation, and sick leave.

The successful applicant will be responsible for the operation and maintenance of the Town’s water treatment plant. Applicants must possess a valid Virginia driver’s license, a high school diploma, basic math skills, general mechanical knowledge and safe work habits. Certification by the State Board of Waterworks Operators is preferred but not required.

Equipment Operator

The Town of Pulaski Department of Public Works is seeking an Equipment Operator.  Must be experienced in the operation of dump trucks, backhoes, rubber tire loader, track hoe and other heavy equipment used by the Town of Pulaski.  

This position requires a valid driver's license upon hire.

Laborers

Street laborers should be experienced in application of asphalt, gravel, mowing, weed-eating, tree trimming and removal, cutting brush.  Street laborer will also perform street maintenance duties such as repairing drainage issues, leaf collection and snow removal.  Street laborers also provide traffic control (barricade and road blockages) for special events during normal working hours and after hours.

Property Maintenance laborer should be experienced in electrical repairs, HVAC system repair/maintenance, concrete work, traffic signal and street sign maintenance.

This position requires a valid driver's license upon hire.

Laborers Application Form


Police Officer

The Pulaski Police Department, an agency accredited by the Virginia Law Enforcement Professional Standards Commission, is seeking candidates to establish an eligibility list for anticipated vacancies during the next six months.  Officers are responsible for the enforcement of laws and ordinances pursuant to the Town, State and Federal Governments, as well as, providing assistance to the public.  Officers are subjected to hazardous and life threatening situations and must be able to work as a team member and maintain a good relationship with fellow employees. Officers are required to work nights, weekends and holidays.

Qualifications include graduation from high school, must be twenty-one years of age by the date of graduation from the basic academy and possess a valid Virginia’s driver’s license with a good driving record.  Must successfully complete applicant testing and an extensive background investigation and complete the training standards as required by the Law Enforcement Basic Academy.  The successful candidate must reside within one hour of the town limits.  Additional qualifications and disqualifiers for employment as a Law Enforcement Officer may be obtained with the application form.  Preference may be given to DCJS certified officers.
