Assistant to the Town Manager

The Town of Pulaski is accepting applications for the position of Assistant to the Town Manager. The successful applicant for this non-exempt, full time position is responsible for performing intermediate administrative work providing a variety of administrative, clerical, record keeping duties for the Town Manager, along with other related work as apparent or assigned, under the direct supervision of the Town Manager.

Responsibilities

  • Writes, prepares and distributes reports and press releases.
  • Manages and oversees social media content.
  • Manages Special Event permitting and facilitates cross-promotion of events and activities.
  • Serves as the Freedom of Information Act (FOIA) Officer for the Town.
  • Facilitates the live-streaming of Town Council meetings to digital platforms (Facebook, Zoom, etc.) and prepares virtual presentations from outside entities to Town and Council members.
  • Researches issues for Town Manager.
  • Provides administrative support and performs administrative tasks under the Manager’s direct supervision.
  • Attends Council or Committee meetings.
  • Serves as a point of contact for citizens and other groups within or outside of the Town.
  • Serves as back-up to the Clerk of Council.


Qualifications

  • Bachelor's degree with coursework in Public Administration/Political Science, or related field and moderate experience in public administration, performing administrative duties, working with and meeting the public, general understanding of state and local government, or equivalent combination of education and experience. Master's degree preferred.
  • Must possess a valid Virginia's driver license with a good driving record.
  • Demonstrate knowledge of the Council/Manager form of government.
  • Knowledge of Freedom of Information Act laws, policies and regulations.
  • Ability to handle multiple tasks and meet multiple deadlines with strong time management skills.
  • Ability to research using a variety of resources.
  • Possess strong communication (verbal and written), critical thinking, problem-solving and analytical skills.
  • Ability to work effectively with other employees and with the public.
  • Proficient in Microsoft Office and social media platforms.
  • Knowledge of GIS and public information retrieval systems; researching public records using tax maps, deed books, minute books and other public documents.
  • Ability to work effectively with elected officials, the general public and Town personnel.
  • Excellent analytical and organizational skills


The salary for this position starts at $38,900, and it will be open until filled. The Town of Pulaski participates in the Virginia Retirement System, and provides an excellent benefits package. Assistant to the Town Manager Application


Planner

The Town of Pulaski is accepting applications for the position of Planner in the Community Development Department. The successful applicant for this non-exempt, full time position will perform daily work to support zoning, planning, permitting, GIS, and code/property maintenance compliance processes. The Planner works closely with the public on a regular basis to provide customer service on all planning and zoning related inquires and will be required to work some evenings for public meetings. This position will serve under the direct supervision of the Economic Development and Planning Manager.

Responsibilities

  • Provides information and interpretation of zoning and subdivision matters to the public, builders, architects, and other interested parties.
  • Writes or assists in writing a variety of ordinances, staff reports, correspondence, applications, and legal documents.
  • Responds to general planning and zoning related inquiries from the public.
  • Provides and records information regarding permitting and enforcement of zoning, subdivision, environmental protection, community nuisances, and other land use issues.
  • Assists in the review process for site plans and subdivision plans. - Reviews commercial, industrial, and residential building permits to ensure compliance with zoning and subdivision requirements.
  • Reviews business license applications to ensure compliance with zoning requirements.
  • Assists in reviewing zoning amendment, special exception, rezoning, conditional zoning, variance, and zoning appeal applications.
  • Reviews sign permit applications.
  • Investigates zoning violations.
  • Maintains filing records for zoning related documents including minutes, agendas, and resolutions for Planning Commission, Board of Zoning Appeals, and Architectural Review Board.
  • Reviews Certificate of Appropriateness applications for the Architectural Review Board and understand historic preservation strategies outlined in the 2020 Commercial Historic District Guidelines.
  • Maintains and ensures the accuracy of the Town's GIS data, including zoning and land use information.
  • Assists with grant applications and administration efforts.
  • Attends meetings and training seminars (some of which may be held after normal working hours)


Qualifications

  • Bachelor’s degree in planning, public administration, or related field.
  • Experience in planning, code enforcement, and/or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Knowledge of modern principles and practices of planning, zoning, and community development.
  • Ability to work effectively with developers, contractors, and the general public.
  • Ability to read and interpret plans and specifications.
  • Ability to present concise oral and written reports.

Planner Application


Assistant Finance Director

The Town of Pulaski is accepting applications for the position of Assistant Finance Director. The successful applicant for this exempt, full time position will perform work involving planning, budgeting, administering, and monitoring grants and capital budgets, under the direct supervision of the Finance Director.

Responsibilities

  • Performs monthly bank and cash reconciliations of all Town of Pulaski bank accounts. 
  • Supervises the Finance Department staff. 
  • Oversees the posting of daily revenues received. 
  • Monitors expenditure variances of all programs for potential problems and/or cost savings opportunities and communicates this information to program managers for appropriate action. 
  • Manages grants and serves on committees for those grants. Performs monitoring of programs to ensure compliance with Town, state, and federal requirements. 
  • Administers and/or monitors other departmental, Town, state, or federal requirements such as Minority Business Enterprise Section 504 (Americans with Disabilities Act), and environmental reviews, depending on assignment. 
  • Participates in special projects possibly requiring research and the preparation of management reports. 
  • Monthly review of revenue by account codes. 
  • Oversees biweekly budget distribution for the payroll process. Assists Finance Director with reporting, auditing and budgeting preparations. 
  • Provides guidance to the Finance Department in the absence of the Finance Director. 
  • Oversees the Unclaimed Property program for uncashed checks.
  • Oversees process for collection for returned checks/ACH.
  • Other duties as may be assigned.      

Qualifications

  • Bachelor’s degree from a four-year college or university with major work in accounting, business management, public administration, or a related field. 
  • Three to five years related experience and/or training in the application of related principles and techniques and managerial experience.
  • Thorough knowledge of the principles, practices, and techniques of public or business administration. 
  • Thorough knowledge of departmental objectives, procedures, and organization. 
  • Establish priorities and organize own workload. 
  • Ability to read, analyze, and interpret journals, financial reports, and documents. 
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions. 
  • Ability to work with mathematical concepts such as probability and statistical inference.

Fire Chief

The Town of Pulaski Fire Department is accepting applications for the position of Fire Chief. The successful applicant for this exempt, full time position will perform advanced protective services work planning, directing, and supervising the overall operations of the department, handling personnel and public information matters, coordinating work with Town Manager and department directors, ensuring that all laws, regulations, and procedures are followed, maintaining appropriate records and files, and related work as apparent or assigned, under the direct supervision of the Town Manager.   

Responsibilities

  • Manages Fire Department personnel.
  • Recruits, hires, assigns, and directs work.
  • Plans, organizes, and manages the operations of the department to include policies and procedures formulation and enforcement.
  • Budget preparation and management.
  • Obtain bids, make purchases, & submits payments for purchases as required by current town procurement policy.
  • Manages Fire Department records, training and policies.
  • Develops and evaluates the department program effectiveness; recommends appropriate changes.
  • Performs short and long-term planning regarding fire protection services, emergency services, etc., for the department.
  • Responds to all major incidents and directs firefighting operations and strategies.
  • Manages Fire Scenes and Emergencies as required and appropriate to the position.
  • Prepares and maintains various reports for executive management and for compliance with regulatory State and National requirements
  • Plans and coordinates activities around natural and manmade disasters.
  • Remains current on regulations and programs standards.
  • Attends various meetings or functions to represent the department and the Town.  

Qualifications

  • Associates or Bachelor’s degree with coursework in Fire Science, Fire Administration, Public Administration, or related field and considerable experience in fire and emergency services, including as a practicing command officer for a minimum of 5 years, or equivalent combination of education and experience. 
  • Comprehensive knowledge of the science and practices of the incident command system and management/mitigation of major emergency incidents.
  • Working knowledge of different types of fire apparatus and equipment.
  • Working knowledge of, ability to implement and manage required occupational and departmental safety programs.
  • Working knowledge of grant writing and management of local, state and federal grant opportunities as pertains to the fire service and municipal government structures and processes.
  • Ability to plan, lay out and direct the work of subordinates both paid and volunteer, to plan projects, obtain and prepare needed resources for implementation.
  • Knowledge of state and federal regulations as pertains to the fire service.
  • Ability to use typical office equipment, e-mail, office and fire related computer software.
  • Ability to work positively with and maintain effective working relationships with government officials, other employees, media and the general public.

Fire Chief Application

Water Treatment Operator/Operator Trainee

The Town of Pulaski is seeking applicants for a licensed Water Treatment Operator or Operator Trainee. This is a full-time position with benefits including paid employee health insurance, life insurance, Virginia Retirement, vacation, and sick leave.

The successful applicant will be responsible for the operation and maintenance of the Town’s water treatment plant. Applicants must possess a valid Virginia driver’s license, a high school diploma, basic math skills, general mechanical knowledge and safe work habits. Certification by the State Board of Waterworks Operators is preferred but not required.

Equipment Operator

The Town of Pulaski Department of Public Works is seeking an Equipment Operator.  Must be experienced in the operation of dump trucks, backhoes, rubber tire loader, track hoe and other heavy equipment used by the Town of Pulaski.

Equipment Operator Application Form


Laborers

Street laborers should be experienced in application of asphalt, gravel, mowing, weed-eating, tree trimming and removal, cutting brush.  Street laborer will also perform street maintenance duties such as repairing drainage issues, leaf collection and snow removal.  Street laborers also provide traffic control (barricade and road blockages) for special events during normal working hours and after hours.

Property Maintenance laborer should be experienced in electrical repairs, HVAC system repair/maintenance, concrete work, traffic signal and street sign maintenance.

Laborers Application Form


Police Officer

The Pulaski Police Department, an agency accredited by the Virginia Law Enforcement Professional Standards Commission, is seeking candidates to establish an eligibility list for anticipated vacancies during the next six months.  Officers are responsible for the enforcement of laws and ordinances pursuant to the Town, State and Federal Governments, as well as, providing assistance to the public.  Officers are subjected to hazardous and life threatening situations and must be able to work as a team member and maintain a good relationship with fellow employees. Officers are required to work nights, weekends and holidays.

Qualifications include graduation from high school, must be twenty-one years of age by the date of graduation from the basic academy and possess a valid Virginia’s driver’s license with a good driving record.  Must successfully complete applicant testing and an extensive background investigation and complete the training standards as required by the Law Enforcement Basic Academy.  The successful candidate must reside within one hour of the town limits.  Additional qualifications and disqualifiers for employment as a Law Enforcement Officer may be obtained with the application form.  Preference may be given to DCJS certified officers.
